The point is that the entire model depends on it holding — and the EEA exclusion suggests European regulators want time to think about exactly that.
The Fine Print: Nine Languages, One Phone, Not in Europe
There's a second story in the rollout details. Personalized suggestions launch in nine languages — English, Chinese, French, German, Italian, Japanese, Korean, Portuguese and Spanish — on one phone series, excluding an entire continent's worth of users.
If you write in Polish, Arabic, Vietnamese, Greek or any of the hundred other languages people actually live in, you're not invited yet. That pattern should feel familiar: the people who benefit most from writing assistance — multilingual users, non-native speakers, anyone switching languages mid-day — are routinely the last to get the flagship features.
